Since its formation in 1978, the Shenandoah Arts Council has served the community of the Northern Shenandoah Valley by expanding awareness and supporting the arts through programming, instruction, and exhibitions. Sapphire is a display of works from ShenArts members that explores the color blue in a variety of styles in celebration or the organization’s sapphire (45th) anniversary.
